... because there's no apparent capacity for positive flotation... or any evidence of a propulsion system...

You didn't notice the outboard motor thingy sticking out of it's butt like a stinger on an insect?

Eh.... I'm willing to wrong in this case. Truth be told, I didn't watch the video until just before I discovered a problem deleting my comment. (Edit: I guess thread starters are not deletable.) The still photo doesn't hint at removable or tilt-able drive which nonetheless is said to be integrated.

Even given the video, I also wonder why the model's hair isn't being blown about. Is it possible for two adults, batteries, and boat to be carried aloft by such foils at speeds below which a typical skiff can plane?

Looks real to me. Still looks expensive for what it is and very delicate, but if I lived on a lake or estuary with some for of hoist at my disposal, I might be intrigued enough to open the wallet!

If the City of Stockton got a few, and sharpened the leading edge maybe they could spare the Manatees the workout?

Sounds like a win-win. Your pitch fork would come in handy too!

Back to the Quadro Foil, I think the foils should be retractable, for it to be practical.

Think commute from Richmond to SF, or Alameda to SF, would need en-closer but the concept would be awesome.

Special designed slips to lift out and recharge?

It seems like they have a solution to that problem according to the FAQs page:
http://www.quadrofoil.com/faq.html

Where can I drive the Quadrofoil?
The Quadrofoil can be driven lakes, rivers, seas and marine protected areas. In other words, any water surface, with at least 1m depth (3.3 foot) and permission for watercrafts or boats with at least an electric motor.
When the foils are in lifted position, the the draft of the vessel is only 15 cm (6 inches), which allow it to be docked or launched from much shallower waters.

Is that retracted or lifted? The close ups look like they can be rotated up, but then you have 4 long foils extending out and up to contend with.

Yeah---
There certainly is a lot more information that would help understand the little beasts if only they put it out there...
For something as new as this you'd think they would want to show more detail to convince their potential buyers that it actually works.
