Mayor Gavin Newsom and members of his economic development team met Thursday with software billionaire Larry Ellison to get feedback on the city's proposal to host the next America's Cup, sailing's premier event.

Officials were tight-lipped on the discussions at City Hall as San Francisco vies with offers from Spain and Italy to host a sporting event with an economic payoff exceeded only by the Olympics and soccer's World Cup, according to a recent study.

"It's an important ... big presentation," Newsom said beforehand. "We're putting together all the details."

Ellison's BMW Oracle Racing team, sponsored by San Francisco's Golden Gate Yacht Club, captured the cup in February off the coast of Valencia, Spain, and now gets to decide the location, timing and rules for the next regatta.

San Francisco is expected to make its formal bid by the end of the month, with a decision expected by year's end. BMW Oracle Racing officials plan to hold the next cup in 2013 or 2014.

On Monday 13 September the boat for the 34th America's Cup is due to be announced, along with the Protocol for that Series.

Both decisions will be signed off between the Defender, Golden Gate Yacht Club, and their Challenger, Club Nautico di Roma - and the die will be cast for first multi challenger America's Cup to be sailed in seven years.

That timeframe, with a Match set down for 2014 is the key driver behind the choice of boat, as it will be designed for a circuit of events, rather than a single venue America’s Cup, which has been the standard for the past 160 years.

There are some givens in the 2014 equation.

The first being that a seven year 'strike' is too long to be sustained by most teams and a revival program is required; the second that most designers seemed to have tired of designing to yet another variety of the existing America’s Cup Class Rule, which produces and upwind sailing machine, but a serious underperformer downwind; and thirdly the 33rd America’s Cup showed that it was possible to have some spectacular sailing and interesting racing, even though the two boats had little in common, as did their owners.

Two concept documents were issued in July, one for a monohull capable of sailing winds from 5-35kts and the second for a multihull capable of sailing in winds of 5-30kts.

The multihull called for a wing 'rig' (not 'sail' or 'mast') about twice the boat length at 44metres, coupled with a bowsprit extending 4.5 metres past the bow (or 26.5metres from the transom).

The mast height on the monohull was specified as being 9-12 metres shorter, on a boat of similar length to the multihull. Both would carry jibs and gennakers.

To give the monohull good upwind performance and to scintillating downwind performance a canting keel was allowed, along with an engine to provide the swing power.

09-28) 13:40 PDT SAN FRANCISCO -- San Francisco officials have promised to raise at least $270 million from businesses and other sponsors if the city is picked to host the next America's Cup, according to an agreement submitted Tuesday to the Board of Supervisors.

The city has made several additional promises, like helping event participants to secure driver's licenses, trying to obtain federal legislation to allow foreign-flagged vessels for the event to stop in more than one U.S. port, and promoting the premier sailing race with publicly controlled advertising space, such as at San Francisco International Airport, according to the term sheet that outlines parameters of a host-city deal.

San Francisco is battling two European sites to host the 34th America's Cup, an event featuring weeks of races and years of buildup that could inject an estimated $1.9 billion into the national economy - the vast majority in the Bay Area.

Local software billionaire Larry Ellison's BMW Oracle Racing team, sponsored by San Francisco's Golden Gate Yacht Club, captured the cup in February off the coast of Valencia, Spain, and now gets to decide the location, timing and type of boats for the next regatta.

Decision this year
Ellison's team, which is creating an "event authority" management arm to handle the commercial side, is expected to decide on the host city this year. The next cup is to be held in 2013.

The supervisors could vote on San Francisco's proposal as soon as next week. It will then be submitted to the event authority. If San Francisco is chosen, the race's organizers and the city would negotiate a contract.

"We're at the helm of incredible opportunity," said Kyri McClellan, the city's project manager on the bid. "We're optimistic."

The possibility of San Francisco hosting the contest for the oldest active trophy in international sports has drawn bipartisan support at the state level and united the city's political factions, with Supervisors David Chiu, Ross Mirkarimi and Michela-Alioto Pier among those supporting Mayor Gavin Newsom's efforts to bring the races here.

"San Francisco is fully united in our efforts to bring the America's Cup to the Bay Area," Chiu said. "This is not San Francisco's bid. This is not California's bid. This is America's bid to host the America's Cup."

Free use of property
Ellison is fond of sailing in San Francisco Bay, but city documents indicate that it is "impracticable" for San Francisco to try to match hundreds of millions of dollars in subsidies that European host cities have purportedly offered.

Instead, Newsom's administration is proposing the free use of Port of San Francisco property stretching south of the Bay Bridge from Pier 28 to Pier 50. Race organizers would also get a rent-free lease of 66 to 75 years and future development rights for Piers 30-32, an adjacent parking lot and Pier 50 in the South Beach and Mission Bay areas.

In exchange, the America's Cup event authority would pay an estimated $150 million to shore up the piers, dredge the area around them, and install new breakwaters and utility lines.

The cost of repairing the piers exceeds their market value, and they are in "such state of grave disrepair that there is no other viable plan to pay for the needed repairs," according to an executive summary of the city's proposal.

Over time, the event authority could recoup its costs from the value of the improved property.

Piers 30-32 at the foot of Bryant Street are envisioned as the public hub for the races, with a waterfront amphitheater, jumbo monitor and the chance for the public to meet the crews. Each of the 10 or so teams would have a base at Pier 50.

Money assurances
Before making a decision on a host city, team officials want reasonable assurances that the promised sponsorships will come through.

Under the proposed deal, city officials would work with a newly formed America's Cup organizing committee of government, civic and business leaders to provide BMW Oracle Racing's event authority with $270 million from race sponsors. Honorary members of the committee include Sen. Dianne Feinstein, House Speaker Nancy Pelosi, Gov. Arnold Schwarzenegger and former Govs. Pete Wilson and Gray Davis.

"Getting Democrats and Republicans to support something together in this election season is a great feat," Schwarzenegger said in a statement. "We can all agree that this would be a huge boost for the state of California and the America's Cup event itself."

With the help of the city, the organizing committee would also have to provide the event authority with a $32 million bond to guarantee the city will make good on its obligations.

Hosting the cup
The timeline if San Francisco is selected to host the America's Cup:

Through October 2011: Complete studies and documentation for environmental review and permits for the cup. During the same period, the Port of San Francisco and BMW Oracle Racing's business arm will finalize the terms of a 66-year or longer lease for waterfront properties. The lease would allow for America's Cup events and long-term development rights on Piers 30-32, Pier 50 and seawall lot 330.

Sometime in 2011: Pre-regatta race that will use Pier 80 and possibly other facilities.

November 2011: Present long-term lease, environmental review documentation and permits for approval.

December 2011-December 2012: Complete infrastructure improvements, including $150 million in repair work on piers.

Sometime in 2012: Pre-regatta race that will use Pier 80 and possibly other facilities.

Spring 2013: America's Cup is held.
